All the answeres here are wrong; Most IP use dynamic IP addresses or NATs. Plug out your router and simply wait; you'll get a new one soon.

Your public IP address is actually not the address of our computer or your phone. It is actually the IP address of the modem that is supplied to you by whoever your Internet Service Provider (ISP) is. Only they can change the IP address on it. If you were to change the address it would stop the modem from working and you would no longer have Internet.
You would need to contact your ISP and they will have to change it for you.
Now most website will record BOTH your IP address and your MAC address. the MAC address is like a "serial number" that is hardwired into your network card. It can not changed without changing the physical network card. Usually it is build into the system board so you can not change it. Even if you were to get your ISP to change your IP address, you would still have the same MAC address and would probably still be banned.

The IP you are seen as by the Internet is provided by your ISP. It is up to them if they issue you a new IP for your computer. You can try to force an update but that is not guaranteed.
The only way you would be able to do this is to switch your Internet Provider that uses a different network.
However, if you got banned once if you continue the same actions you would likely get banned again. The fact that you don't want to use a VPN that gets tracked is a bit questionable as to your purpose.

NOPE,,can't be done. You can try a different WiFi hotspot or maybe library computer, but you got banned once, odds you get banned again.

Stop being an ***, you won't get banned!

It seems your IP is determined by your ISP. In another word, your comminucation provider. Try to connect to some free wifi or change a telephone number(burning card). You also can use a free VPN but do not do something bad. Many poor people are using this to unblock their obstacles to freely get a connection.

the IP address is controlled by your ISP. if your IP address is fixed, you can't change it -- and they're not going to help you change it either [costs money -- which you didn't pay for].

If your IP address is fixed, you can't change it and they're not going to help you change it either.

The easiest and most convenient way is to restart the router!
Generally, the IP of individual users is randomly allocated from the IP pool after dialing. It is not a fixed IP address. After restarting the routing, it is equal to redialing.

I don’t think you can

Well this is a Wifi connection or broadband? To renew IP address you have to open the setting on the Broadband modem (ADSL or Cable) and then in the setting there is an option to "renew IP address" or "reset ip address". usually takes a few hours to get a new IP address because the DNS server has million of customers ip address so it takes time.....

If you're using your own router rather than using a combined router/modem that came from your ISP, then you can probably go into its configuration and change its MAC address. The IP address you get assigned from your ISP is often based on your router's MAC address. Most routers allow you to clone one of your home device's MAC address to the router, and that'll change your assigned IP address.

They aren't using your IP address as the identification item. Your IP address is assigned dynamically and determined by the "Internet service" you connect with. At your home when connected to the router (wifi) the IP address you use is the one your ISP assigns to your router. If you're connected to the cellular service you have a different IP address assigned by your cellphone service. If you go someplace else, like a cyber cafe/McDonalds etc.. you're assigned a different IP address.
The website that is blocking you is using some other means to identify you, such as a cookie or some bit of software they installed on your device(s) when you agreed to use their service.
If you want to clear the problem, restore your device to factory defaults (erase everything) and start fresh.

Why would you use a VPN that gets tracked? There are a lot of other VPN out there that you could use. I personally use BetterNet. The other main ones like ExpressVPN, NordVPN, etc., are asked to log your information. Another good one is ProtonVPN, but in the free version (after the trial), it will not support any Peer-to-Peer connection. But if what you're using is client-server, then simply go for it. Just make sure the VPN service isn't keeping a log of your information, and that's it. That's how I circumvent the "bans". You can keep at it as much as you like, but I would prefer that you're in the right and they are in the wrong of course, and not the other way around (as in, they banned you and you were actually innocent).
Oh and by the way, even if you get another IP from whatever subset your ISP has provided you, it will not work. Your public IP is the one that is banned, the one provided by your ISP. It's not the private one which usually starts with 192.168.xxx.xxx. It would make no sense to block those.

Here are few options: reboot device, reset internet connection, Use application to clean and reset browser, change browser, Change the device, use virtual device, use different account, use VPN, use different internet connection
You can search the process how to do the above steps on internet.
If that does not fix it, then the site is not worth it.

Your Pubic IP address is assigned to you by the Internet Service Provider you connect to.
You have to change Internet Service Providers. OR connect to a Free WIFI Service like at Starbucks or your local Library.

You don't understand. If you use a different IP address and do the same illegal activities, that unit is also going to get kicked out. You just need to stop doing illegal activities. So, no, you can't switch your IP address on the unit you normally use that you're getting discovered on. But if you borrow a friend's and do the same thing, or borrow a family member's, then you'll get them in trouble too. You just need to wise up.

if you are banned, then even with a new IP they will find you and ban again.
maybe you should start reading the rules, instead of just doing whatever you want...
