Actually, test.com is the "root" server in this case.

For newyork.test.com or california.test.com to work, the domain test.com has to be the root. The others are simply "FQDN" or "subdomains" of test.com! So configuring test.com itself to get mail should be simply a matter of adding an MX record for it in the DNS use another IP if wanted, and setting up a mail server on the new IP or existing IP to get that mail. (in fact the normal setup is to do that first, then add additional mx servers like california. and newyork. Just add a third, call it mail.test.com (cause all mail servers need an FQDN) make the MX record for it point to test.com!

In all fact both of the ones you are using ARE mail servers for TEST.COM! (They have to be, thats the way it works.)

Visit http://dnsstuff.com it will help you greatly in understanding domains and dns entries! Server 2003 or any mail/webserver uses the same DNS system. DNS controls what goes where, the server then follows the settings.

Pick a server to handle mail for that domain and then add it to the Recipient policy of that server so that the server knows it's supposed to handle that domain name.

The MX archives of the area tell which server IP to deliver the e-mail to. that is somewhat complicated, yet you're able to desire to sign up your area call with a registar and then edit the MX archives to mirror the exterior IP handle assigned to the mail provider.
