Can someone help me find a network performance monitoring tool and network diagnosing tool/software anything to get the job done.

There's a widely-available UNIX package available on most hardy versions of Linux and BSD called "Snort" (http://www.snort.org/). It sits on a layer 2 connection and examines the traffic and can identify specific packets as well. It's primarily for Network Intrusion Detection but can be applied to a wide range of network-specific issues.
On the other hand, if you just need to make sure a series of devices are consistently running and want to be alerted for spikes in traffic and other issues, Nagios (http://nagios.org) is a general monitor that's reasonably easy to set up - I'd advise installing it from packages or ports, if you're using a Linux distro or FreeBSD.

I believe "Wireshark" is the best tool to diagnose network issues.
If you need internet usage monitoring, "WFilter" will be your best choice.
