My domain name (www.2dudesflyfishing.com) is paid and active. When this address is entered in the browser, however, a page appears with the following:

You don't have permission to access /~mramsey on this server. Apache/2.2.3 (CentOS) Server at members.efn.org Port 80
Why is this happening and how do I fix it?

this is a Folder option thing on your CentosOS...
Its telling you that the folder (/) of your default webserver (~) called "mramsey" has no permission from Apache...
not sure who your host is but your configuration is wrong... even if their was no index... file that wouldn't be the error...
You need to log into your Centos as root and do a chmod 777 on the folder mramsey

It sounds like your account has directory browsing disabled. Put an index.html file in that directory, and it should show up just fine.

Report your problem to whoever runs the site where your domain is. It could be someone has highjacked your domain and changed the access details.
Update: I have put the domain name into my search engine with no problem. It has been set up by two people, Ramsey and Scott offering fishing trips around the world. If that's not you then you need to report it. Good luck!

Do you have an index.html page in the home directory yet?

Thanks, I think I just need to reactivate it thru Yahoo. They re-upped it but sold the hosting to another entity after 30 days.

First, have you paid to have it hosted?
If so; Have you uploaded an index.html? (your welcome page basically)
