You need:
a web server:
a static ip address.or a dysdns service.
some JIT software an old computer box, and some time and patience. and then you need to run some scripts to perform redirecting inside.
So for the web server you could just use a simple ubuntu dapper drake lamp stack for that. It should run on anything form the late pentium 3 on up, so go get a cheap machine at a goodwill or a garage-sale and then download the ubuntu 6.06 server install disk from here:
http://www.ubuntu.com/getubuntu/download
boot with the cd in the drive, and choose install a LAMP server.
You need to configure the files in
/etc/network/interfaces to reflect your static IP address
then you need to install some scripts in /var/www
those scripts can be generated at the following website:
http://www.proxybuilder.com/
just put everything inside the /var/www directory and the you will have you own masking proxy server.
you can access it by entering your static IP address in any browser.
