well a person has to know who your isp is to make a comment. here is what I would do go to your isp, suchas yahoo, aol whom ever you aare using usualy the have the answer to changing your e mail to outlook express without the proper sign isp it will not except your messages example on the setup you have to type as follows,
pop.attyahoo.central.net maby not the same at it instructs you but that is the way to do it that is only for rec. SMTP is for sending which has the same address as pop I think I just confused myself

Whoever your ISP is, they are not allowing mail connections to outside servers. You have to setup Outlook Express to use your ISP's outgoing SMTP server.
I assume that whatever ISP you have, you use a third party email host. For example, you connect with Verizon but use go-daddy for your email. In this case Verizon would be blocking your access to go-daddy SMTP server. You would have to use Verizon's outgoing SMTP server.
