My roommate and I cannot connect to each other on PS4 due to us having NAT type 3. We cannot mess with the router because we are on our college wifi. We could connect to each other on Fortnite, but not BO4. What can we do?

Hi so as you are room mates how about a direct optic fibre link from a computer tech shop.

Many communal WiFi systems do not allow contact between different devices on the WiFi network to prevent hacking and the spread of viruses and malware. This is nothing to do with any NAT, it is simply a security setting in certain types of router.

You will be able to connect to each other via an Internet based server, but anything that expects peer-to-peer connection between your devices will be blocked.

Either find an Internet server that provides a connection or set up a private WiFi network between the two PS4 units, although this will not have an Internet connection.

If you have a laptop that has WiFi and is running a recent version of Windows 10, try letting that connect to the college WiFi, then turn on the WiFi hotspot in Windows 10 and connect the PS4s to the hotspot. This should provide you with both local networking and Internet access.

I hope this helps.

Perhaps do your college work! Most schools do limit what you can use the system for.. they don't need everyone playing games since bandwidth is limited no matter how much you have! You could get your OWN internet connection.. then use it for what you want and even have access to your own router! Otherwise, you get limited to what the college allows. (Picture if you will a college with 10,000 students all trying to use PS4's at the same time on a single network.-- you wouldn't be happy either!)
