Can the authorities(law/police) track exactly our ip address?Do they have like a special way to look it up?

Im in Asia..so our cyber law is non existence actually..and though can track through ip addresses.. can they actually track u?
so how do they do that?Even if using mask ip address?

If they are unscrupulous, then yes.
The IP addresses are assigned by the ISP (usually a DHCP server), so if the police in your country have the ability to coerce the ISPs into giving that information, then it makes no difference if you have masking software or not... your ISP knows your unmasked address.
In the US, the police cannot get this information from an ISP without a warrant.
IP addresses are unique, and each ISP has a different range of addresses... so simply map the address back to the ISP and you have a general location of the user. There are then utilities that can be used to ping the routers, which are usually stationary, and the ISPs can produce records of who owns what and where the routers are set up (who and where their subscribers are).
If you are using a mobile router (like I use), it can be traced the same way as a cellphone. Again, you would need a warrant and/or cooperation from the phone companies.

Most IP numbers are assigned by region. So, right off the bat they can track you to the ISP.
I really don't know the law in Asia - but it takes a court order to get a specific IP from the ISP.
If you are not doing anything illegal there is nothing to worry about.
Without going in to all the details - it is not that hard and the technology is in place.

well every message you send on the internet contains your IP address - every recipient of a message can track this info - depending on how the audit is setup - it can be tracked - now it's doubtful that your IP address is 'registered' to you - probably to your ISP - so they can get your ISP's location - your ISP has plenty of log files about what each IP address does - the police (in america) can get this info with a search warrant - there are programs out there that can mask or change the IP address - but most ISPs are setup to only accept IP addresses within a certain range and probably won't work with a commericial ISP -

YES, they can track you down from your area. They can pin point you from where you access the internet. Because IP specially public IP are registered to known users. from that point they can investigate frames where it came from or destine to. Even using IP Masking ... they simply use decoder. There's no safe place in the internet... I recommend that you must be aware of what you are doing in the Net.

Yes they can, they can track it almost exactly. I was able to track an email one time to a service provitor and the area where the threatning email came from.
