I'm not sure if you are referring to a computer on a domain running Group Policies that are creating these blocks or a machine on a workgroup with local policies setup.

Either way these settings will be in the registry. You will need to have admin rights to access the registry to make these changes. If it is a Group Policy without Domain Admin rights there will be no getting around this. Please provide some more information and it may be possible to help you obtain administrative rights on the machine.

If this is your own computer you have some serious problems. You can copy your files using Ctrl+A followed by Ctrl+C and paste them onto a thumb drive. Then reinstall windows, and make sure you install a good antivirus and spyware program. Lots of good free programs can be found at Download.com its a safe site that I have been using for years.

If this is a business computer call your support tech, maybe they did this for a reason.

If you have the ability to access Internet Explorer, you can browse the computer and execute files from the "Save Page As..." dialog box.
